ZTE Geek announced: next-gen Intel CPU plus Android 4.2

Runs Intel's new CloverTrail+ Z2580 32nm CPU at 2GHz

ZTE sends word of a newly-announced device at the Intel Developer Forum in Beijing, China. The ZTE Geek (yes, that's actually it's name) packs the latest smartphone chip from Intel -- the CloverTrail+-based Atom Z2580 at 2GHz -- alongside Android 4.2 Jelly Bean. The device's other specs are reasonably high-end, if not cutting-edge. It's got 1GB of RAM and 8GB of internal storage, a 5-inch 720p display and an 8-megapixel rear camera.

With the latest Intel CPU and the latest version of Android (not to mention its unconventional name and IDF unveiling) it's possible ZTE might be aiming this device at tech enthusiasts rather than average consumers. We'll have to wait and see how the manufacturer markets the Geek in the months ahead.

The new handset follows on from ZTE's previous collaboration with Intel, in the mid-range Grand X IN, released late last year. ZTE reps weren't able to confirm whether the Geek will see release in the UK or anywhere else outside of China, nor was there any information on release timeframes or pricing.

Syrian militant group vows allegiance to al-Qaida

BEIRUT (AP) ? The leader of a militant group fighting on the side of Syria's rebels has for the first time pledged allegiance to al-Qaida and the terror network's No. 1, Ayman al-Zawahri.

In an audio message Wednesday, Abu Mohammad al-Golani also confirms ties with al-Qaida's Iraq branch but says that he wasn't consulted ahead of an announcement on the two groups' merger.

Al-Qaida's branch in Iraq on Tuesday announced it joined forces with the Syrian group, and that the new union will be called the Islamic State in Iraq and the Levant.

But al-Golani says the announcement was premature and that his Jabhat al-Nusra will continue to use its own name.

His message was first reported by the SITE monitoring service for militant groups.

It's unclear if al-Golani is denying the merger.

WASHINGTON (AP) ? A White House celebration Tuesday night of Memphis soul music is an affirmation of the decades of hard work that went into making it a classic American music sound, said some of the artists tapped to perform.

"I'm proud to do this," said Sam Moore, half of the Sam & Dave soul duo, known for the hit "Hold On, I'm Comin.'"

Moore said he was kicking off the concert in the East Room after an introduction by President Barack Obama. The 77-year-old said it's his first time meeting Obama and he joked about possibly wearing a diaper ? just in case.

"You just hope you don't slosh in your shoe," he said in between rehearsals. Moore did not give away any details about his performance.

Artist William Bell said the concert reaffirms years of hard work that began in the early 1960s when Stax Records was created in Memphis, Tenn., and the label cranked out one soul and R&B hit after another for more than a decade.

Among its artists were Otis Redding, Isaac Hayes, The Staple Singers, Bell and Sam & Dave.

"As kids coming up, we didn't think it would last this long," the 73-year-old Bell said of the music genre during a rehearsal break. He said he would perform one of his hits, "You Don't Miss Your Water."

Tuesday's concert is the 10th in the "In Performance at the White House" series. Scheduled performers include Alabama Shakes, Steve Cropper, Al Green, Ben Harper, Queen Latifah, Cyndi Lauper, Joshua Ledet, Charlie Musselwhite, Mavis Staples, Justin Timberlake, Bell and Moore, with Booker T. Jones as music director and band leader.

The program is scheduled to air next Tuesday on PBS stations nationwide. It will also be broadcast at a later date over the American Forces Network for service members and civilians at Defense Department locations worldwide.

Hours before the show, the first lady kicked off a workshop featuring Moore, Staples, Timberlake, Musselwhite and Harper for students from 16 schools and organizations in Virginia, California, Memphis, Tenn., New York City, Maryland, Florida and Washington, D.C.,

She noted Memphis' history as the birthplace of Elvis Presley's rock and roll and B.B. King's blues.

"And while you can hear both of those influences in Memphis soul, this music has a style and a story uniquely its own," Mrs. Obama said, before launching into the story of Stax Records.

She noted that the label also represented "somebody my husband thinks he sounds like" ? the Rev. Al Green. "Let's just tell him he does, OK? Since he is the president, we like to boost him up a little bit."

It was a reference to Obama singing a few bars of Green's "Let's Stay Together" in February 2012 during a Democratic fundraiser at New York's Apollo Theater.

Mrs. Obama also tried to encourage the students, including some aspiring musicians, by noting that the artists perched on stools in front of them have spent decades perfecting their talent to get where they are.

She recalled playing the piano as a young girl and said she regretted not keeping it up. But she said the skills learned through music can be useful in other avenues of life.

"The discipline, the patience, the diligence I learned through the study of music, those are all skills that I apply every single day in my life," Mrs. Obama said. "I applied them as a student, as a lawyer, as a first lady, and definitely as a mother."

Started in February 2009, the "In Performance at the White House" series has celebrated the music of Stevie Wonder, Paul McCartney, Burt Bacharach and Hal David, Hispanic music, music from the civil-rights era, Motown and the blues, Broadway and country music.

Treatment leads to near-normal life expectancy for people with HIV in South Africa

Apr. 9, 2013 ? In South Africa, people with HIV who start treatment with anti-AIDS drugs (antiretroviral therapy) have life expectancies around 80% of that of the general population provided that they start treatment before their CD4 count drops below 200 (cells per microliter), according to a study by South African researchers published in this week's PLOS Medicine.

These findings are encouraging and show that with long-term treatment, HIV can be managed as a chronic illness in middle- and low-income settings, and also suggest that the estimates used by life insurance companies and epidemiological modellers may need to be revised -- these estimates typically assume that life expectancy after starting antiretroviral therapy is around 10 years.

The researchers, led by Leigh Johnson from the University of Cape Town, reached these conclusions by collecting information from six HIV treatment programs throughout South Africa between 2001 and 2010, which they then used in a survival model.

The authors found that -- as in HIV-negative adults -- the most significant factor determining the life expectancy of patients starting HIV treatment was their age when they started treatment: the average life expectancy (additional years of life) of men starting antiretroviral therapy varied between 27.6 years at age 20 and 10.1 years at age 60, while corresponding estimates in women were 36.8 and 14.4 years, respectively.

They also found that life expectancies were significantly influenced by baseline CD4 counts (a measure of the strength of the immune system at the time of starting treatment): life expectancies in patients with baseline CD4 counts of 200 cells per microliter or more were between 70% and 86% of those of HIV negative adults of the same age and sex, while patients starting antiretroviral therapy with CD4 counts of less than 50 cells per microliter had life expectancies that were between 48% and 61% of those of HIV-negative adults.

The study also showed that the risk of death was highest during the first year after starting antiretroviral treatment, because of the delay between the start of treatment and the recovery of the immune system. Life expectancies were typically 15-20% higher two years after starting treatment than at the time of starting treatment. For example, in patients who started treatment with CD4 counts of more than 200 cells per microliter, life expectancies two years after starting therapy were between 87% and 96% of those in HIV-negative individuals (compared to a range of 70-86% at the time of starting treatment).

Although these results are encouraging, this study also highlights that many HIV patients are still starting treatment with very low CD4 counts, and health services must overcome major challenges, such as late diagnosis, low uptake of CD4 testing, loss from care, and delayed antiretroviral therapy initiation, if near-normal life expectancies are to be achieved for the majority of people with HIV in South Africa.

The authors also cautioned that their results were based on projections of the low mortality rates observed after patients had been on treatment for a few years, and that there was uncertainty about how mortality rates might change in future, particularly at longer treatment durations. The authors noted that although there was the promise of new drugs and new patient management strategies, which might reduce mortality further, there was also the risk of rising levels of HIV drug resistance, which might compromise treatment effectiveness.

The authors say: "These results have important implications for the pricing models used by life insurance companies, as well as the demographic and epidemiological models that are used to forecast the impact and cost of [antiretroviral therapy] programmes in low- and middle-income countries."

They continue: "Assumptions of longer life expectancy would significantly reduce the forecasts of AIDS mortality, but would also significantly increase long-term projections of numbers of patients receiving [antiretroviral therapy]."

The authors add: "It is therefore critical that appropriate funding systems and innovative ways to reduce costs are put in place, to ensure the long-term sustainability of [antiretroviral therapy] delivery in low- and middle-income countries."

PYONGYANG, North Korea (AP) ? North Korea on Tuesday urged all foreign companies and tourists in South Korea to evacuate, saying the two countries are on the verge of nuclear war. The new threat appeared to be an attempt to keep the region on tenterhooks over its intentions.

Analysts see a direct attack on Seoul as extremely unlikely, and there are no overt signs that North Korea's 1.2 million-man army is readying for war, let alone a nuclear one. South Korea's military has reported missile movements on North Korea's east coast but nothing pointed toward South Korea.

Still, North Korea's earlier warning that it won't be able to guarantee the safety of foreign diplomats after April 10 has raised fears that it will conduct a missile or nuclear test on Wednesday, resulting in U.S. retaliation.

The United States and South Korea have raised their defense postures, and so has Japan, which deployed PAC-3 missile interceptors in key locations around Tokyo on Tuesday as a precaution against possible North Korean ballistic missile tests.

"The situation on the Korean Peninsula is inching close to a thermonuclear war due to the evermore undisguised hostile actions of the United States and the south Korean puppet warmongers and their moves for a war against" the North, said a statement by the North Korean Asia-Pacific Peace Committee, an organization that deals with regional matters.

The statement is similar to past threats that analysts call an attempt to raise anxiety in foreign capitals. Observers say a torrent of North Korean prophecies of doom and efforts to raise war hysteria are partly to boost the image of young and relatively untested leader Kim Jong Un at home, and to show him as a decisive military leader.

Another reason could be to use threats of war to win Pyongyang-friendly policy changes in Seoul and Washington. Last week, North Korea told foreign diplomats in Pyongyang that it will not be able to guarantee their safety as of Wednesday. It is not clear what the significance of that date is.

Tourists continued to arrive in Pyongyang despite the war hysteria.

Mark Fahey of Sydney, Australia, said he was not concerned about a possible war.

"I knew that when I arrived here it would probably be very different to the way it was being reported in the media," he told The Associated Press at Pyongyang airport. He said his family trusts him to make the right judgment but "my colleagues at work think I am crazy."

Chu Kang Jin, a Pyongyang resident, said everything is calm in the city.

"Everyone, including me, is determined to turn out as one to fight for national reunification ... if the enemies spark a war," he said, in a typically nationalist rhetoric that most North Koreans use while speaking to the media.

In Seoul, Presidential spokeswoman Kim Haing told reporters that the North Korean warning amounted to "psychological warfare."

"We know that foreigners residing in South Korea as well as our nationals are unfazed," she said.

South Korean President Park Geun-hye, who has sought to re-engage North Korea with dialogue and aid since taking office in February, expressed exasperation Tuesday with what she called the "endless vicious cycle" of Seoul answering Pyongyang's hostile behavior with compromise, only to get more hostility.

U.N. Secretary-General Ban Ki-moon on Tuesday described the tensions as "very dangerous," and said that any small incident caused by miscalculation may "create an uncontrollable situation."

Also Tuesday, North Korea said it was suspending work at the Kaesong industrial park near its border, which is combines South Korean technology and know-how with North Korea's cheap labor. North Korea pulled out more than 50,000 workers from the complex, the only remaining product of economic cooperation between the two countries that started about a decade ago when relations were much warmer.

Other projects from previous eras of cooperation such as reunions of families separated by war and tours to a scenic North Korean mountain stopped in recent years.

At least 30 arrested after Louisville NCAA basketball victory

NASHVILLE, Tenn (Reuters) - At least 30 people were arrested and a police officer sustained a head injury when a celebration of the University of Louisville's national collegiate basketball victory Monday night got out of hand, police said Tuesday.

Those arrested faced a variety of charges, primarily disorderly conduct and alcohol-related offenses, according to Officer Carey Klain, spokeswoman for the Louisville Police Department.

The men's basketball team, the Cardinals, beat the University of Michigan 82-76 in the NCAA Division I championship game Monday night. While most of the thousands of fans in the area around the campus celebrated peacefully, some rowdy fans had to be subdued, according to university spokesman John Drees.

Overhead cameras showed that a woman appeared to have stripped off her clothes, and police went into the crowd to arrest her. She was not found, but the crowd got rough, and two officers were knocked down, Drees said.

"The police then decided it was time to disperse the crowd and they brought out the pepper spray," Drees said. But the crowd still refused to leave and started throwing beer bottles at the police. One officer suffered a head injury from being hit in the back of the head.

He was released from a hospital Tuesday morning. Other officers suffered cuts and bruises and were treated at the scene.

Police also reported that guns were fired into the air, a mattress was set on fire and roads were blocked by unruly fans. Some small trees were destroyed by students who climbed into them, Drees said.

The Louisville women's basketball team is facing the University of Connecticut in New Orleans on Tuesday for the NCAA Division I championship. If it wins, officials expect another celebration in Louisville. Police cautioned that disorderly conduct and unlawful use of firearms would not be tolerated.

"We're excited about the possibility of bringing home two championships," said Drees. "The women get great support. We do expect to have some crowd and have some celebration."

Coach Rick Pitino of the men's team quietly arrived back in town Tuesday afternoon. A parade may be held in the near future, according to Drees.

Unlike Margaret Thatcher, miners believed in society ? War in Context

Ken Capstick writes: In 1984 Britain had 186 working coalmines and approximately 170,000 coalminers. Today we have four coalmines and around 2,000 miners. They lived in close-knit communities built around and based on employment at the local colliery. Miners were a hardy race of people who faced constant danger in the cause of mining coal but underneath that they were caring, sensitive individuals with a commitment to the communities in which they lived. They looked after their old and young as well as those who were ill or infirm.

They built and provided their own welfare facilities and, well before today?s welfare state was built, miners created their own welfare systems to alleviate hardship. They rallied around each other when times were hard. They recognised the need for cohesion when at any time disaster could strike a family unit or indeed a whole community. The latest pit to close, Maltby in Yorkshire, still has a death and general purpose fund to help fellow miners and their families in times of hardship. In short, miners believed in society.

These values were the exact opposite of those Margaret Thatcher espoused. For miners, greed was a destructive force, not a force for good. From the valleys of Wales to the far reaches of Scotland, miners were, by and large, socialists by nature but this was tempered by strong Christian beliefs. Thatcher?s threat to butcher the mining industry, destroy the fabric of mining communities and in particular the trade union to which miners had a bond of loyalty, was met with the fiercest resistance any government has met in peacetime.

It might just be a scene in a film, but Pete Postlethwaite?s speech at the end of Brassed Off perfectly captures the spirit of the miners and the grievous suffering that Thatcher inflicted on industrial workers across Britain.

The Guardian reports: ?I?ll tell you what really annoyed us miners,? said Pete Mansell, sipping a pint of John Smith?s on Monday. ?She said we were the enemy within. We weren?t. We were just looking after our lives, our families, our kids and our properties, everything that we ever had. We were fighting for that big style.?

Along with most of the other men drinking in the Black Bull pub in Aughton, Rotherham, the 55-year-old former pit worker had borne witness to the fiercest confrontation in the miners strike at the nearby Orgreave coking plant on 18 June 1984.

Almost 30 years have gone by since Margaret Thatcher characterised those who took part in the ?battle of Orgreave? as thugs. But in a village that one drinker said had been ?decimated by Thatcher?, the words still cut deep. It is perhaps no surprise that those gathered in the pub were having what they described as a party after hearing about her death.

?I?m not a hypocrite,? said Mansell, who is from the nearby pit village of Swallownest and worked underground for 22 years. ?I spoke ill of her when she was alive and I?ll speak ill of her now she?s dead. She doesn?t mean two iotas to me.?

Mudslide causes Amtrak derailment in Wash.

CHICAGO -- A derailment on an Amtrak train from Chicago caused by a mudslide forced passengers to take buses for the last leg of their trip Sunday morning.

No injuries were reported for the train's 86 passengers and 11 crew members on board, however, travelers were forced to finish the last 30 miles of their trip via buses, according to Amtrak officials.

A mudslide, repotedly involving 30 feet of earth, trees and rocks, derailed the last three cars on the Empire Builder near Everett, Wash., around 10:30 a.m. Sunday, officials said.

The train, uncoupled from the three derailed cars, continued to Mukilteo, Wash., where passengers were transferred to Charter buses.

Crews were working to clear the debris and repair the track, which was expected to reopen Tuesday, and BNSF Railway was investigating the incident.

BOAO, China (AP) ? With pressure growing on Beijing to get North Korea to step back from its war-like footing, Chinese President Xi Jinping said that no one country should be allowed to upset world peace and added China would work to reduce tensions over regional hotspots.

In a speech to a regional business forum with political leaders from Australia to Zambia present, Xi did not offer any concrete plans for how to deal with China's neighbor, North Korea, which has elevated regional tensions through war-like rhetoric and missile deployments in recent weeks. Nor did Xi offer concessions to other neighbors locked in fraught disputes with Beijing over outlying islands: Japan, the Philippines and Vietnam.

It isn't clear whether Xi was taking a swipe at North Korea or at the United States, a frequent target of Chinese criticism, when he criticized unilateral acts that threaten stability.

"The international community should advocate the vision of comprehensive security and cooperative security, so as to turn the global village into a big stage for common development rather than an arena where gladiators fight each other. And no one should be allowed to throw the region, or even the whole world, into chaos for selfish gains," Xi said Sunday at the Boao Forum for Asia, a China-sponsored talk shop for the global elite.

Ambiguity aside, Xi's speech stands in contrast to more strident remarks he has made in recent months and marks an effort to strike an active, cooperative posture to calm regional tensions. This year's Boao meeting ? an annual event billed as Asia's version of the World Economic Forum in Davos, Switzerland ? is being watched for signs of whether Xi, installed in power five months ago, is ready to stake out new directions in a foreign policy that has been bullying toward some neighbors and passive on many international security issues.

The new Xi government is being especially challenged over North Korea. Pyongyang's ratcheting up of tensions in recent months ? from tests of a long-range missile and a nuclear device to threats of nuclear strikes ? have concerned South Korea and the United States, important economic partners for China which have looked to Beijing to rein in its longtime, if estranged communist ally.

Prime Minister Julia Gillard of Australia, whose economy has been booming due to Chinese demand, appealed to Beijing to use its leverage to get Pyongyang to climb down.

"All countries in the region share a deep interest in strategic stability. But the consequences of conflict are even more severe for us all. This is nowhere more clear than on the Korean Peninsula. There, any aggression is a threat to the interest of every country in the region. For this reason, I do welcome the growing cooperation of all regional governments to prevent conflict on the Korean Peninsula and to counter North Korean aggression," Gillard told the forum.

Outside of North Korea, expectations of any change in Chinese policy have been focused on Japan. Months of friction over East China Sea islands led to frosty political ties, tense cat-and-mouse games between their maritime forces and flagging trade between the world's second and third largest economies.

Xi didn't address any dispute by name but he promised a constructive approach to regional tensions.

"China will continue to properly handle differences and frictions with the relevant countries," Xi said in his speech. "On international and regional hotspot issues, China will continue to play a constructive role, adhere to peace and facilitating talks and make unremitting efforts to properly handle relevant issues through dialogue and negotiations."

Still, Xi did not present any compromise. He insisted that China would safeguard its sovereignty and territorial integrity, language that makes it harder for Beijing to back away from territorial claims.

Xi also reminded countries that China represents a good business opportunity for neighbors and the world, saying over the next five years China's imports will reach $10 trillion while its companies plan to invest $500 billion overseas. "The more China develops, the more opportunities for development it brings the world and Asia," Xi said.

ACMG releases statement on noninvasive prenatal screening

Apr. 8, 2013 ? The American College of Medical Genetics and Genomics (ACMG) has just released an important new Policy Statement on "Noninvasive Prenatal Screening for Fetal Aneuploidy."?

As background, in recent decades there have been many changes and improvements in prenatal genetic screening and diagnosis. The risk, however, of testing with specimens obtained by invasive procedures such as amniocentesis and chorionic villus sampling (CVS) has led to the search for new methods using mother's blood specimens obtained noninvasively. The most recent advances in genomics and genomic technologies have resulted in such noninvasive prenatal screenings (NIPS). The acronym NIPS is used to emphasize the screening nature (false positives and false negatives do occur) of tests currently on the market.

The new ACMG Statement on Noninvasive Prenatal Screening addresses:

• The current limitations of NIPS
• The advantages of NIPS compared with current screening approaches
• Pretest and posttest genetic counseling
• The reporting of results by laboratories performing NIPS
• Oversight of analytical and bioinformatic components by testing of the laboratories performing NIPS

The Statement says that while studies are promising and demonstrate high sensitivity with low false-positive rates, there are limitations to NIPS, "NIPS for fetal aneuploidy has arrived; however, as with most new technologies, there is room for refinement." The report strongly states that positive results should be followed-up with an invasive diagnostic test before any decision is made regarding pregnancy termination.

Lead author of the ACMG Statement Anthony R. Gregg, MD, FACOG, FACMG and high- risk pregnancy physician said, "Obstetric care providers must become familiar with the advantages and disadvantages of the use of this approach. Clinicians should provide patients with both pretest and posttest counseling with the goal of avoiding patient harm or confusion -- I can't stress this enough."

Gregg added, "Most of the companies that are developing these tests have referred to it as NIPDiagnosis or NIPTest. In our view, it is NOT a diagnostic test such as chorionic villus sampling [CVS] or amniocentesis; hence, we coined the term Noninvasive Prenatal SCREENING (NIPS)."

NIPS was initially validated for Down syndrome screening and has been applied to other trisomies including 13 and 18 with sex chromosomes being added now.

ACMG Medical Director Barry Thompson, MD, FACMG, another author of the Statement added, "NIPS is now one of many approaches available to women who desire Down syndrome screening. Unlike other methods, it is minimally invasive in that it only requires a blood sample from the pregnant mother rather than the more invasive amniocentesis or CVS that have associated risks of miscarriage."

"NIPS is a very accurate screening test, " said Michael S. Watson, PhD, Executive Director of the American College of Medical Genetics and Genomics. However, it is well known that the cells originate from 'extraembryonic tissues' around the fetus so aneuploidy status may not always be identical to the genetics of the fetus. The advantages include that the detection rate is higher, the negative predictive value is greater, and the false positive rate is lower, than any other current screening approaches for Down syndrome. It must be followed up, however, by a diagnostic test since NIPS is a screening test."

"Finally, NIPS does not replace a first trimester ultrasound (12-14 weeks); rather, it complements it," Watson added.

NFL, ex-players prep for battle over concussions

PHILADELPHIA (AP) ? With perhaps billions of dollars at stake, a hearing Tuesday over concussion litigation filed against the NFL promises to be a brawl between legal heavyweights.

About 4,200 former players have sued the league. Some suffer from dementia, depression, Alzheimer's disease and other neurological problems. Others simply want their health monitored.

And a small number, including Ray Easterling and 12-time Pro Bowler Junior Seau, committed suicide after long downward spirals.

The players' lawyers accuse the NFL of promoting violence in the game and concealing known cognitive risks from concussions and other blows to the head. They hope to keep the litigation in federal court so they can use the discovery process to access NFL files ? and see what the league knew when.

"The NFL failed to live up to its responsibility: it negligently heightened players' exposure to repeated head trauma and fraudulently concealed the chronic brain injuries that resulted," the players' lawyers wrote in their latest brief, filed in January.

The NFL, with $9.2 billion in annual revenues, argues that the complaints belong in arbitration under terms of the collective bargaining agreement. The league insists it has always followed the best available science and made player safety a top priority.

"The rule in our league is simple: Medical decisions override everything else," NFL Commissioner Roger Goodell said in a speech last month at the University of North Carolina.

The NFL will be represented Tuesday by Paul Clement, a former U.S. solicitor general under President George W. Bush who has fought gay marriage, gun-control measures and President Barack Obama's state health care mandates before the Supreme Court.

Players' lawyer David Frederick, an Obama ally, has taken consumer protection fights over investor fees and prescription drug warnings to the high court.

"They spend most of their time, Paul Clement and David Frederick, at the Supreme Court," said Paul Anderson, a Missouri lawyer who tracks the NFL litigation on his website, nflconcussionlitigation.com. "This is really a multibillion-dollar issue. That's why both parties went out and hired the best of the best."

Senior U.S. District Judge Anita B. Brody of Philadelphia will hear the case and decide whether the lawsuits stay in federal court or are "pre-empted" by the collective bargaining agreements. Scores of related lawsuits around the country have been steered to her because she had been assigned the 2011 Easterling suit, the first to be filed.

If Brody sides with the players, she would then rule on some broader issues, which are expected to include hard-fought battles over the science of concussions and brain injuries, along with the players' claims of fraud and negligence. The cases would then be returned to their home states to resolve individual damage claims, based on each player's history.

If the NFL prevails, the players must seek individual arbitration awards. But no money is expected to change hands for years while the case plays out. Brody's ruling, which could take months, is likely to be appealed by the losing side.

Alternatively, she could issue a mixed ruling because of a six-year "gap," from 1987 to 1993, when there was no collective bargaining agreement in place. The NFL, eager to avoid discovery, has argued that those players were bound by previous contracts or contracts in effect when they later collected pensions.

Similarly, the league had no union contracts in place before 1968, but Anderson and others question whether those players have much of a case, since most of the scientific findings linking concussions to possible brain injuries emerged in the 1990s and later.

Goodell, in his UNC speech, called concussions "a global issue, not just a football issue."

He said the league has pledged $30 million to the National Institutes of Health for broad-based research on the brain, which he said affects tens of millions of people. And he said the latest players' contract sets aside another $100 million for research over the next decade.

The latest concussion study at the Boston University School of Medicine, released in January, looked at the donated brains of 85 people who had suffered head trauma in football, hockey, boxing or military combat. The study found 68 had evidence of chronic traumatic encephalopathy, the degenerative brain disease also found in Seau's brain after the popular player shot himself in May.

"This success comes at a price to the players who make the game great," Seau's parents said in their lawsuit, which was consolidated with the other Brody cases last month.

Afghan official: Airstrike kills 11 civilians

KABUL, Afghanistan (AP) ? An Afghan official says 11 civilians, including 10 children, have been killed in an airstrike during a weekend military operation in eastern Afghanistan.

Wasifullah Wasify, a government official in Kunar province, said Sunday the airstrike occurred the day before during a fierce gunbattle between Taliban militants and a joint force of U.S. and Afghan forces.

He says 10 children and one woman were killed when the airstrike destroyed a house in a remote area of the province.

A U.S. civilian adviser also was killed in Saturday's fighting.

Chile port workers end strikes halting exports

SANTIAGO, Chile (AP) ? Chilean port workers are returning to work after reaching a deal to end three weeks of strikes that blocked exports of copper, fruit and wood pulp.

The stoppage in the world's No.1 copper producing nation began in the northern port of Angamos when workers demanded a 30-minute lunch break. Dockers in 10 other ports joined in solidarity.

The Ultraport company managing the Angamos port agreed late Friday to compensate workers with a bonus following negotiations mediated by Chile's work minister.

The strike caused worries because Chile produces a third of the world's copper and its stable economy is built around exports of minerals.

Chile is also a major global exporter of wine, salmon and fruit.

A Cairo court on Saturday dismissed a lawsuit filed by an Islamist lawyer demanding that a popular Egyptian satirist's TV show be banned for allegedly insulting the president and containing excessive sexual innuendo.

Judge Hassouna Tawfiq said the court dropped the complaint against Bassem Youssef's "ElBernameg," or "The Program," because the plaintiff did not have an interest in the case. Youssef still faces other investigations related to the show but the ruling may set a precedent.

The comedian has been in the international spotlight since Egyptian authorities brought him in for questioning this week in a separate case over the same accusations, a move that prompted criticism from as far away as Washington. On his Jon Stewart-inspired show, Youssef frequently satirizes everything from President Mohammed Morsi's policies to his mannerisms, as well as hardline Islamic clerics, while highlighting contradictions in their comments.

His criticism of Morsi and the president's backers in the Muslim Brotherhood, Egypt's most organized political force, has angered some within the Islamist fundamentalist group.

Plaintiff Mahmoud Abul-Enein, a Brotherhood lawyer, filed the suit demanding the suspension of the license of the private satellite TV channel, the Capital Broadcasting Center, which airs Youssef's show. He claimed the comedian's program "corrupted morals" and violated "religious principles."

A chief Brotherhood lawyer said that Abul-Enein's lawsuit was filed independent of the group.

The president's office said earlier this week that it was not involved in the legal action against Youssef, and that it recognizes the "importance of freedom of expression."

In his written opinion, the judge explained that "it is clear from the statement released by the president's office ... that the presidency is not going to file a complaint against media personality Bassem Youssef or anyone else out of respect for freedom of expression."

"It is the right of citizens to express themselves freely far from restrictions and the presidency urges respect for the law," the judge added.

Iran must be set deadline of weeks to halt enrichment: Israel

JERUSALEM (Reuters) - A senior Israeli minister called on world powers on Sunday to set a deadline for military action of weeks to persuade Iran to halt its nuclear enrichment program after talks ended without progress at the weekend.

World powers and Iran failed again to end a deadlock in the decade-old dispute over Tehran's nuclear program during the meeting in Kazakhstan, prolonging a standoff that could yet spiral into a new Middle East war.

"Sanctions are not enough and the talks are not enough. The time has come to place before the Iranians a military threat or a form of red line, an unequivocal red line by the entire world, by the United States and the West ... in order to get results," Israeli Strategic Affairs Minister Yuval Steinitz said.

Steinitz, a close confidant of Prime Minister Benjamin Netanyahu, told Army Radio action should be taken within "a few weeks, a month" if Iran did not stop enriching uranium, although he did not elaborate.

Netanyahu himself has spoken of a mid-2013 "red line" for denying the Islamic Republic the fuel needed for a first bomb, although several Israeli officials have privately acknowledged it had been deferred, maybe indefinitely.

The five permanent members of the U.N. Security Council - the United States, Russia, Britain, France and China - and Germany are trying to persuade Iran to abandon its higher-grade uranium enrichment, as a first step to a broader deal.

Refined uranium can be used to power atomic reactors, Iran's stated aim, or provide material for weapons if processed more. Iran says its nuclear work is intended for peaceful purposes.

Steinitz said in the interview that Iran was using talks to play for time while continuing to strive for a nuclear weapon.

"We warned beforehand that the way in which these talks are being conducted is a ploy to gain time, the Iranians are talking and laughing their way to a bomb while enriching uranium. We have a very clear stance on the matter and the world is beginning to understand," he said.

Steinitz cited North Korea's threat to use nuclear weapons against South Korea and the United States as an example of what Israel, widely believed to have the only nuclear arsenal in the Middle East, fears could happen if Iran managed to produce a nuclear weapon.

"I think that what is currently happening in Korea serves to demonstrate to us all ... how urgent it is to stop Iran's nuclear (activity)," Steinitz said.

"North Korea was somehow allowed by the international community to gain nuclear weapons and it is threatening to use (them) against South Korea, Japan and even the United States. Imagine what could happen within two or three years not only to Israel but to Europe, the United States and the whole world if the fanatical and extreme regime in Tehran attains nuclear weapons."

Thousands rally to push goals of Egypt's uprising

CAIRO (AP) ? Thousands of Egyptians demonstrated across the country to denounce the president and purse the goals of the 2011 popular uprising.

Saturday's protests marked the fifth anniversary of the formation of the April 6th Youth Movement started in 2008 under former President Hosni Mubarak. Workers in Mahalla tore down a poster of Mubarak in what was a daring move at the time.

The group also played a crucial role in the uprising that toppled Mubarak.

The movement initially backed President Mohammed Morsi in election run-offs last June, but has since turned against him.

The opposition accuses him of acting like his autocratic predecessor and of not having an inclusive political process. Morsi's Muslim Brotherhood party says Morsi should be challenged at the ballot box, not in street protests.

3Gbps LED light bulb WLAN achieved by Fraunhofer Heinrich Hertz Institute

We first noted it back in 2008: the possibility of using LED light bulbs for secure and directional wireless internet access. Well, the Fraunhofer Heinrich Hertz Institute is claiming that speedy data rates of up 3Gbps have proven feasible in its labs. The boost comes from its latest enhancements, allowing the 180Mhz frequency to be used over the usual 30MHz, which apparently leaves extra room for moving data. If you'll recall, that's a significant leap over the 800Mbps top speed it achieved back in 2011 mixing various light colors. While this IR-like take on wireless internet access gains steam, remember that it's more likely to be used in areas where WiFi radios cause interruptions (hospitals, trade shows like CES, etc.) -- rather than a strip of mini spot lights from IKEA for the casa. Enjoying some couple time in a romantic location, Gerard Butler and Madalina Ghenea were out and about in Rome on Friday (April 5).

Handsomely dressed in a fitted bluish grey suit, the sexy Scot and his lovely lady hit the town after the premiere of his new film ?Olympus Has Fallen.?

Recently, the 43-year old hunk opened up about his beautiful Romanian companion. ?I met her here in New York, and we hung out all night, didn?t even kiss, tried on my hat collection,? he explained. ?I said ?I?m coming to visit you in Milan,? and three days later, I was at her door in Milan. She was like, ?Whoa!??

When asked if Madalina could be ?the one,? Gerard smiled and replied, ?I?m having fun. I?m very lucky. She?s a great girl.?

I need a new car, but I don?t want to pay a lot for auto insurance. Right now I have a Cavalier (hate it, by the way) and because it is a Z24 it raised the insurance premium. I just wondered if there are certain makes of cars that are usually cheaper on auto insurance. Anyone know?

Typically, insurance rates will vary from State to State and can even vary by ZIPCODE! It also will depend on the type of car/truck, coverages, limits of liability, and driving record. Some companies run credit scores and MOST run a motor vehicle report and CLUE (Comprehensive Loss Underwriting Exchange) report to see about undisclosed accident involvement.

The best thing to do is call a LOCAL independent agent. Don?t go across town, or to some other city ? look for someone CLOSE. Just look in the phone book for the PIA or Big I (Trusted Choice) logos and you will find a professional licensed agent that will be able to help you solve your insurance problems, and give you rate comparisons of several different companies.

An independent insurance agent will normally have a dozen different companies and if he cannot help you, he should be networked with other local agents that can.

In my agency, we have companies that do NOT run a credit score and welcome drivers with "less than perfect" driving records and specialize in youthful operators!

Most of the replies on this site say "go to this on-line carrier or that on-line carrier or that 1-800 number" but I?m sure that when you do, you will find some impersonal computer user with a script to work from and you won?t be able to talk with the same person every time you have a problem!
